Dodoma. Mahakama ya Hakimu Mkazi Dodoma imeanza kuzisikiliza kesi za uhujumu uchumi, zinazomkabili mshtakiwa Boniface Malyango maarufu ‘Shetani hana huruma’ na wenzake wawili.
Kesi hizo ni ya ukusanyaji, usafirishaji na uuzaji vipande 118 vya meno ya tembo vyenye thamani ya zaidi ya Sh1.9 bilioni.
Washtakiwa wengine ni Malyango Abdallah, Ally Chaoga maarufu Babu na Lucas Malyango maarufu Lucas Mponze au Shimie, wote walikamatwa na maofisa wa kikosi kazi cha Taifa cha kupambana na ujangili.
Kesi hizo zinasikilizwa na Hakimu Mkazi Mfawidhi wa Mahakama hiyo, Erick Fovo na Mwajuma Lukindo.

Mawakili wa Serikali, Paul Kadushi na Salim Msemo walidai kuwa katika kesi ya uhujumu namba 20 ya 2015, washtakiwa hao wanakabiliwa na mashtaka mawili likiwamo la kujihusisha na nyara za Serikali kupitia genge la uhalifu.more........

Ambaka mama yake mzazi, dada zake wawili na majirani


Musoma. Wakati leo ni Siku ya Mama Duniani, kijana mmoja wa mjini hapa, anashikiliwa na polisi kwa tuhuma za kumbaka mama yake mzazi, dada zake wawili na wanawake wengine wawili jirani wa familia yao.

Kamanda wa Polisi Mkoa wa Mara, Ramadhan Ng’anzi alisema jana kwamba tukio hilo lilitokea Jumanne iliyopita saa 10 alasiri wakati mama wa kijana huyo alipofika nyumbani kutoka kazini akiwa na mtoto wake wa kike.

Akisimulia mkasa huo, Ng’anzi alisema baada ya mama huyo kufika nyumbani na mtoto hao, kijana huyo alimvamia na kumbaka huku rafiki yake (rafiki wa mbakaji) akilinda mlango wa kutokea ili kuwazuia wasitoke.

“Vijana wengine marafiki wa kijana huyo walikuwa kwenye geti wakilinda ili kuwazuia walioko ndani wasitoroke,” alisema Kamanda.

Kamanda alisema kijana huyo mbakaji alipomaliza kumtendea mama na dada zake unyama huo alimwamuru mama yake mzazi kuwapigia simu marafiki zake ili wafike nyumbani hapo na walipofika kijana wa mama huyo aliwateka huku akiwatishia kwa panga na kuwabaka kwa kuwaingilia kinyume na maumbile.

Alisema baada ya kumaliza kuwafanyia ukatili huo, aliwapiga picha wanawake hao wakiwa uchi kwa kutumia simu yake ya mkononi na kisha kuwaamuru kuondoka katika nyumba hiyo bila kelele.

“Pia aliwatisha kwa kuwaambia wasithubutu kusema popote kitendo alichowafanyia na endapo watafanya hivyo aliwaambia atawaua,” alisema Kamanda Ng’anzi

Alisema baada ya kijana huyo na kundi lake kuwaachia wanawake hao walikimbilia nyumbani za jirani na kutoa taarifa.

Baada ya taarifa hizo, majirani walijikusanya na kwenda kumvamia kijana huyo wakiwa na silaha za jadi sambamba na kutoa taarifa polisi.

“Polisi walifika eneo la tukio na kuwakuta wananchi wakiwa wamewakamata vijana hao wawili na tayari walikuwa wamejeruhiwa vibaya, hivyo wapo katika Hospitali ya Rufaa ya Mkoa kwa ajili ya matibabu lakini wakiwa chini ya ulinzi wa polisi na watafikishwa mahakamani wakati wowote” alisema Kamanda.

Mama azungumza

Akizungumzia tukio hilo, mama mzazi wa kijana huyo huku akibubujikwa na machozi alirejea kile kilichosemwa na Kamanda Ng’anzi kwamba alibakwa na kuamuriwa kuwaita kwa simu majirani zake.

Wanawake wengine waliobakwa walisema kitendo walichofanyiwa na kijana huyo ni cha kinyama, hakivumiliki katika jamii na kwamba walichofanyiwa ni aibu kusimulia katika vyombo vya habari.

“Mimi nilipigiwa simu na mama yake mzazi kuwa niende kwake mara moja kuna kitu anataka anieleze, nami nikaenda kuingia sebuleni namkuta yupo na kijana wake, binti na kijana mwingine, ghafla akaja huyu mwenzangu, tukashangaa tunaamriwa kwa panga ingieni humu, tukaingia na kuanza kufanyiwa ukatili,” alisema mama huyo aliyefanyiwa unyama.

Majirani wamzungumzia mbakaji

Wakizungumzia tukio hilo, majirani Doto Ochayo na Pendo Elias walisema kijana huyo ni kibaka mzoefu na kuwa hiyo si mara ya kwanza kumbaka mama yake. Pia, walisema kwamba alishawahi kufungwa jela miaka 15 na ametoka hivi karibuni.

Ukubwa wa tatizo

Juzi, bungeni mjini Dodoma, Waziri wa Katiba na Sheria, Dk Harrison Mwakyembe alisema hadi Machi, mashauri ya ubakaji na ulawiti yaliyokuwa mahakamani ni 2,031 huku takwimu zikionyesha kuwa kila siku watu 19 hubakwa na kulawitiwa.

Hali hiyo ni sawa na watu 570 wanaobakwa au kulawitiwa kwa mwezi au watu 6,840 kwa mwaka.

Ripoti iliyotolewa hivi karibuni na Chama cha Wanahabari Wanawake Tanzania (Tamwa) inadai kuna ucheleweshaji na upotoshwaji wa ushahidi wa kesi za vitendo vya ukatili wa kijinsia hasa ubakaji na ulawiti katika ngazi ya Mahakama, polisi na baadhi ya madaktari hospitalini.

Tamwa ilibainisha kuwa jumla ya kesi 62 za ubakaji zimeshindwa kutolewa hukumu au uamuzi na Mahakama mbalimbali jijini Dar es Salaam katika kipindi cha 2014 hadi 2015.

Taarifa hiyo ilibainisha kuwa ni kesi moja tu ambayo mtuhumiwa alihukumiwa kifungo cha miaka 30 jela, kesi 43 bado ziko mahakamani huku kesi 17 hazijafishwa mahakamani.

Mwanasiasa mkongwe nchini, Anna Abdallah alisema kushamiri kwa matukio hayo kunachangiwa na kuongezeka kwa kasi mmomonyoko wa maadili nchini.

Argentina – Buenos Aires Herald, March 2: Republican Donald Trump and Democrat Hillary Clinton took big steps toward securing their parties' presidential nominations yesterday with a series of state-by-state victories, but their rivals…aim to knock them off their pedestals in contests ahead in Michigan, Florida and Illinois.…"The stakes in this election have never been higher and the rhetoric we’re hearing on the other side has never been lower," Clinton told supporters in Miami. While just six months ago, no one expected him to clinch the Republican nomination, that scenario now looks increasingly possible. Whether or not they succeed, the battle is likely to prove costly for the Grand Old Party. … Josh Kraushaar, a political editor at the National Journal… noted that while Trump’s poll ratings are on the upswing, surveys also show that a quarter of the Republican electorate “won’t vote for him under any circumstances,” while some would even cross over to the Democrats, provided they pick a moderate like Clinton. … “The emerging scenario in Washington is that the Republicans are going to take this to a contested convention,” Kraushaar said, suggesting an ugly showdown between the pro- and anti-Trump camps was a likely outcome. “If Trump doesn’t come out as the nominee his supporters are going to be furious, but if he does then you have about a quarter of Republicans who won’t vote for him,” he said, describing the conundrum as a “no-win situation.”

Germany – Deutsche Welle, March 2: Political Berlin hasn’t really come to grips with the possibility that Donald Trump’s next visit here could be in his capacity as US president because it’s a scenario no one wants to contemplate, says DW’s Jens Thurau. … The idea of Russia and the United States cozying up to one another with Germany caught in the middle is enough to make anyone afraid. …For months now, German politicians have been looking across the Atlantic with a mixture of fascination and horror. Iran – Fars News Agency, March 3: The number of Google searches on how to immigrate to Canada from the United States spiked several times on Wednesday as presidential candidate Donald Trump swept the US Republican primaries. According to a tweet by Google's data editor Simon Rogers, Google searches for "how can I move to Canada?" increased by 350 percent over four hours after Trump's victory in seven states was announced. Most of the searches were detected in Massachusetts, where Trump won 49 percent of the vote, Sputnik reported. Analysis by tech website Mashable revealed that by midnight the "Canada-moving" search had increased by 1,150 percent.

Israel – The Jerusalem Post, March 4: A letter posted Wednesday by some 60 influential conservatives in think tanks and alumni of Republican administrations lists the ways they say the billionaire real estate magnate would “make America less safe,” including “hateful, anti-Muslim rhetoric” that “undercuts the seriousness of combating Islamic radicalism.” It also accuses him of contempt for neighbors such as Mexico and allies like Japan while admiring dictators like Russia’s Vladimir Putin. The letter says Trump is feckless. “He swings from isolationism to military adventurism within the space of one sentence,” it said.

United Kingdom – The Guardian, March 5: Barring an unforeseen disaster on either side, Clinton and Trump are now on a collision course for the presidential election on 8 November 2016. The bombastic, swaggering, sometimes vulgar billionaire has stunned the political world, plunged the Republican Party into civil war and, among the pundit class, relegated the prospect of the 240-year-old republic’s first female president to a footnote. … The outside world, overjoyed by the election of America’s first black president just eight years ago, is asking: how did it come to this? …One chilling statistic for Clinton stands out: more than 8 million voters took part in the Republican Super Tuesday contests, while the Democratic turnout was around 5.5 million. … Clinton is compared to Bill Clinton and Barack Obama; Trump is compared to everyone from Benito Mussolini to Juan Perón to Silvio Berlusconi.

Canada – The Star, March 5: Let the righteous hand wringing stop. Let the sanctimonious hypocrites of America’s political and media class cease. The allure of easy money is what now drives America’s corrupt democracy, perhaps irreparably. Pakistan – Dawn, March 5: Last week, former CIA director Michael Hayden said in an interview to a US media outlet that the American military would refuse to obey Mr. Trump if he gets elected and orders them to torture prisoners or kill the families of terrorists. … At the [Thursday] debate, a moderator, Bret Baier, asked Mr. Trump to comment on Gen Hayden’s statement. Mr. Trump rejected the suggestion that the US military would defy their president. … “What would these animals over in the Middle East, that chopped off heads think of a hesitation to commit war crimes?” Mr. Trump asked. “We should go for waterboarding and we should go tougher than waterboarding.” … The remarks earned him a wild applause from the audience.

Elimu bure kuchangiwa

SERIKALI imetangaza kuongeza wigo wa utoaji wa vibali vya kuchangia maendeleo ya elimu kwa hiari kwa mamlaka ya wakuu wa mikoa ili kutoa nafasi kwa wadau mbalimbali wenye nia ya kufanya hivyo.
Hatua hiyo imekuja miezi michache baada ya Wizara ya Elimu, Sayansi, Teknolojia na Ufundi kutoa waraka kuhusu elimu ya msingi na sekondari kutolewa bila kuwapo ada na michango ikiwa ni utekelezaji wa agizo la Rais Dk. John Magufuli.
Kwa mujibu wa taarifa ya Serikali iliyotolewa jana Dar es Salaam na kusainiwa na Msemaji wa Ofisi ya Rais Tawala za Mikoa na Serikali za Mitaa (TAMISEMI), Rebecca Kwandu, awali vibali hivyo vilitolewa na Waziri wa Nchi, Ofisi ya Rais Tawala za Mikoa na Serikali za Mitaa (TAMISEMI) pekee ili kudhibiti michango holela.
Rebecca alisema pamoja na azma ya Serikali ya kutoa elimu msingi bila malipo, lakini bado haizuii wadau mbalimbali wa elimu kuchangia maendeleo yake kwa hiari.
Alisema wadau wakiamua kuchangia kwa nia ya kushughulikia kero yoyoye iliyopo katika shule wanaruhusiwa kufanya hivyo baada ya kupata kibali.
Rebeca alisema katika kutekeleza dhana ya utoaji wa elimu msingi bila malipo, hadi kufikia Januari, mwaka huu Serikali imetoa elimu hiyo kwa jumla ya wanafunzi 9,771,902
“Kati ya wanafunzi hao, 8,301,759 ni wa elimu ya msingi na 1,470,143 ni wa sekondari ambao wanapatiwa elimu msingi bila malipo kuanzia kidato cha kwanza hadi cha nne.
“Serikali inasisitiza kuwa viongozi wanahusika katika kusimamia utekelezaji wake ambapo kwa upande wa wazazi au walezi, kamati na bodi ya shule pamoja na jamii wao nao wana jukumu la kuelewa majukumu yao ipasavyo,” alisema Rebeca katika taarifa yake.
Alisema kutokana na hali hiyo, juhudi za makusudi zinapaswa kufanywa na viongozi na watendaji wa elimu ili kuwezesha jamii kufahamu wajibu wao katika utekelezaji wa elimu msingi bila malipo na hatimaye kufikiwa kwa malengo yaliyokusudiwa.
“Katika kutekeleza wajibu wake, Serikali ya Awamu ya Tano kuanzia Januari, mwaka huu imeanza kutoa elimu msingi bila malipo imetoa Waraka wa Elimu Namba 6 wa mwaka jana ambao unafafanua na kubainisha majukumu ya Serikali na wadau mbalimbali katika utekelezaji wa elimu msingi bila malipo,” ilieleza taarifa hiyo.
WARAKA ELIMU MSINGI BILA MALIPO
Desemba 14, mwaka jana Serikali ilitoa waraka wa elimu msingi bila malipo huku wakiainisha majukumu ya wazazi na walezi.
Kutokana na waraka huo, wazazi na walezi walitakiwa kuanzia Januari mwaka huu kununua sare za shule na michezo, vifaa vya kujifunzia yakiwamo madaftari na kalamu na chakula pekee kwa wanafunzi wa kutwa na kugharimia matibabu kwa watoto wao.
Pia wanatakiwa kulipia nauli ya kwenda shule na kurudi kwa wanafunzi wa kutwa na wanafunzi wa bweni wakati wa likizo; kununua magodoro, shuka, vifaa vya usafi binafsi kwa wanafunzi wanaosoma shule za bweni na wanaoishi katika hosteli zinazotumiwa na Serikali na kukemea na kutoa taarifa kuhusu mienendo inayokwenda kinyume na elimu msingi bila malipo.
Wazazi na wananchi wengine pia wanatakiwa kuendelea kujitolea nguvukazi na mali ili kuleta ustawi na maendeleo ya shule zilizoko ndani ya jamii.
Katika waraka huo, Serikali ilisema kwamba wizara ina jukumu la kutenga fedha za kugharamia utayarishaji na uendeshaji wa mitihani ya kitaifa kulingana na idadi ya wanafunzi; kutenga fedha kwa ajili ya udhibiti ubora wa shule na kutenga fedha za kufanya ufuatiliaji na tathmini ya utoaji wa elimu msingi bila malipo na kuchukua hatua stahiki pale inapobidi.
BASHE NA ELIMU
Wiki iliyopita Mbunge wa Nzega Mjini, Hussein Bashe (CCM), alikosoa mpango wa utoaji elimu bure unaoendeshwa na Serikali ya chama chake chini ya Rais Magufuli.
Mbali na kukosoa, ameishauri Serikali kurudi nyuma na kujitafakari kabla ya kuendelea kuutekeleza.
Bashe aliyasema hayo wakati wa uzinduzi wa ripoti ya utafiti wa Twaweza wenye jina la Mwanga Mpaya, ambayo ililenga kukusanya maoni ya wananchi kuhusu mabadiliko kwenye sekta ya elimu, ikiwamo kuanza kwa mpango wa elimu bure kuanzia elimu ya msingi hadi sekondari.
“As a nation we are in a crisis (kama nchi tuko kwenye wakati mgumu). Si dhambi kukiri tulifanya kosa katika kuutekeleza mfumo huu wa elimu bure na hatujui tunataka kujenga taifa la namna gani kwa sababu tulishafanya makosa awali. Tunapaswa kukaa mezani na kuanza upya,” alisema.
Alisema Serikali inachokitoa kwa wananchi si elimu bure bali wananchi wanachangia kupitia kodi zao wanazotozwa.
Mbunge huyo ambaye pia ni Mjumbe wa Kamati ya Kudumu ya Bunge ya Huduma za Jamii inayosimamia pia sekta ya elimu, alisema kwa sasa Serikali haifahamu inataka kujenga taifa la namna gani kwa kuwa makosa yalishafanyika miaka ya nyuma katika sekta hiyo.
Bashe alisema nchi kwa sasa iko katika matatizo makubwa ya mfumo wa utoaji wa elimu na Serikali haikujipanga vizuri katika kuuanzisha.
“Tanzania isione aibu kurudi nyuma na kuutafakari mfumo wa elimu. Kuna nchi nyingi duniani ziliwahi kufanya hivyo kwa mfano Marekani mwaka 1991,” alisema Bashe.
Alisema elimu bure inayotolewa sasa haiendani na mazingira halisi ya wananchi kwa kuwa shule nyingi bado ziko katika wakati mgumu kwa kukosa madawati na vitabu.
Bashe alisema tangu mwaka 2006, mawaziri waliokuwa wanaongoza sekta ya elimu walikuwa wanakuja na mikakati ambayo haikuwa na lengo la kuikomboa elimu ya taifa wala kuangalia upimaji wa mafanikio.
Alisema sera ya elimu iliyozinduliwa mwaka 2014 haiinui ubora wa elimu nchini, hivyo Serikali inapaswa kurudi mezani na kujipanga upya katika kuitekeleza.
Bashe alisema umasikini nchini hauwezi kuondoka bila kuwekeza katika elimu, na kwamba hata uanzishwaji wa viwanda utashindwa bila wananchi kuwa na elimu ya kuviendesha.

Naye Mhadhiri wa Chuo Kikuu cha Dar es Salaam, Shule Kuu ya Elimu, Dk. Joviter Katabaro, alisema nchi kwa sasa iko vitani kielimu.
Alisema Serikali inatakiwa kujipanga vizuri kuhakikisha mfumo wa elimu unamjega mwanafunzi kimazingira.
Mhadhiri huyo alisema mfumo wa elimu ya Tanzania unatengeneza wanafunzi wasiojua kusoma wala kuandika na kwamba haumjengi mwanafunzi aliyemaliza ama darasa la saba, kidato cha nne, cha sita au chuo kikuu kuwa na uwezo wa kujitegemea.

Alisema zamani shule zilikuwa zinafaulisha mwanafunzi mmoja hadi wawili kwa sababu hakukuwa na shule za kutosha za kupokea wanafunzi, lakini kwa sasa kuna shule nyingi za kata, hivyo idadi kubwa ya wanafunzi wanafaulu bila kuwa na uwezo kwa sababu shule ni nyingi.
“Rais Magufuli ameanzisha mpango wa elimu bure kwa nia njema, lakini washauri wake wa elimu hawajafanya utafiti wa kutosha kubaini ni vipengele gani vipewe kipaumbele,” alisema Dk. Katabaro.
SHULE BINAFSI
Alisema kuongezeka kwa shule binafsi nchini kumetengeneza matabaka, akitolea mfano matokeo ya kidato cha nne yaliyotolewa hivi karibuni kwa shule binafsi kuongoza na zile za Serikali kushika mkia.
Dk. Katabaro alisema kutokuwapo kwa bodi ya walimu kunachangia kuwapo kwa ufaulu mbovu wa wanafunzi nchini, akitolea mfano kuwapo kwa bodi za madaktari, wahandisi, wahasibu na wanasheria.
RIPOTI YA TWAWEZA
Ripoti ya Twaweza inaonyesha asilimia 88 ya wananchi waliohojiwa, wanaamini elimu bure itatekelezwa katika muda uliopangwa na asilimia 76 wanaamini sera hiyo itasaidia kuwa na elimu bora zaidi.
Asilimia 15 ya watu wengine walisema elimu bure haitaboresha elimu wakiamini ongezeko la udahili wa wanafunzi, haliendani na rasilimali zilizopo.
Kwa mujibu wa ripoti ya Twaweza, utafiti huo ulifanywa kati ya Desemba 10, mwaka jana na Januari 2, mwaka huu ambapo watu 1,894 kutoka Tanzania Bara walihojiwa.
Utafiti huo ulibaini kwamba wazazi walikuwa wanaelemewa na michango ya shule. Asilimia 89 ya wazazi walidai walikuwa wakilipa michango mbalimbali, ambapo kati yao asilimia 80 walisema walikuwa wakilipa hadi Sh. 50,000 kwa mwaka, asilimia nane wakilipa zaidi ya Sh 100,000read more
